How does Apple ID send verification codes?
Apple sends “Verify your email address” with a 6-digit code to enter on the creation page at account.apple.com or on the device. The code stays valid for a few hours, but only the most recent one works. Afterwards Apple always verifies a trusted phone number by SMS or call; that part does not involve email.

Frequently asked questions about temp Gmail for Apple ID
Why can I not use an iCloud email for Apple ID?
Every @icloud.com address is already attached to an Apple ID, so Apple will not let it create a new one. This is the only OTPGmail service offered with Gmail alone.
Can I create an Apple ID without a phone number?
No. Apple requires a trusted phone number for verification and two-factor authentication. OTPGmail provides the email only.
Apple says this email cannot be used for a new Apple ID. What now?
Occasionally Apple rejects an address once linked to another Apple ID. Cancel before a code arrives to be refunded, then rent a new address.
